			<content:encoded><![CDATA[<p>As of Saturday 22 January, 2011 all Metro Police personnel based at the Pinetown station were informed that station is closing and they are to report to Queensburgh on Monday 24 January.  Ward 18 and Pinetown councillor, Warwick Chapman, was not consulted in the plan whatsoever.  Chapman has placed significant fpocus on crime and law enforcement in the greater Pinetown area and the Democratic Alliance believes finds it unacceptable that he was not consulted about the plans.</p>
<p>Cllr Chapman said the plans had been confirmed this morning, &#8220;The West Regional Commander, Dir. Kay Naidoo, confirmed on the phone to me this morning that the instruction had come from head of Metro Police, Eugene Nzama.  The City Manager, Dr Sutcliffe, said he did not know of the plans but would bring them up at his City Manager&#8217;s meeting this afternoon and revert.  Anonymous reports from officers suggest that SAB and a Dir. Chin from Durban will be setting up an alcohol and drug testing facility in Pinetown using the premises of the Pinetown Metro Police.&#8221;</p>
<p>An officer who wished to remain anonymous asked expressed concern for the delivery of services in the area and the lack of consultation, &#8220;It is official, we are all to report to Queensburgh.  There are so few members left at Pinetown already that are operationally we struggle.  Who is going to help the community now in the area?  There was no report to or discussion with anybody in the community.&#8221;</p>
<p>Councillor Chapman believes that the complexity of the Pinetown area requires a Metro Police station in the middle of Pinetown to ensure a quick response to emergency situations or law enforcement.  For the past year Chapman has been petitioning Metro Police management to deal with the shortage of Captains and improve the productivity of the Pinetown Metro Police station.  &#8220;What we need is more quality officers, better leadership and more discipline! Pinetown is the covergence point of 7 provincial roads, has a massive concentration of taxis and pedestrians fighting for space with heavy trucks and delivery vehicles constantly flowing through the area&#8217;s industrial, commercial and residential zones.&#8221;</p>
<p>Instead of moving the Pinetown Police Station further away from where it is most needed, what Pinetown actually needs according to Cllr Chapman is more effect law enforcement. &#8220;If you consider the mix of different property zonings in the area, the very large parks such as Crompton and Lahee Parks, the sheer number of illegal businesses, the complex traffic and pedestrian environment and the general problem in the area of crime, what Pinetown actually needs is more Captains and more focus on bylaw and traffic enforcement, and definitely not for the station to be shut down.&#8221;</p>
<p>Response times, crucial to traffic management and bylaws enforcements are going to be severly affected if Metro Police officers serving the Pinetown are going to be based from the Queensburgh Metro office.  &#8220;There is not reasonable justificant for why the station should be closed.  Instead of being able to be on the scene within a few minutes, Metro Police are now going to travel for 15 to 20 minutes or more depending on traffic to get to the centre of Pinetown from Queensburgh.  The consequences of this drastically increased response time will inevitably be poorer law enforcement and more traffic problems.&#8221;</p>

			<content:encoded><![CDATA[<p>As part of an initiative by the Pinetown Community Policing Forum (CPF), a few residents in this area are interested in forming a neighbourhood watch in the area of Manors indicated in the map below.</p>
<p>In order to initiate action, a meeting will be held on Sunday 19 September, starting 14h30 at Manna Manor next to Fourways Spar introducing residents to the concept and gathering contact details.  Refreshments will be available.</p>
<p>Neighbourhood Watches are extremely effective in reducing crime and assisting the Police to catch the perpetrators thereof.  Pinetown CPF already works with NW&#8217;s in the Cowie&#8217;s Hill, Hatton Estate and Leeds Crescent (Pro-Act) areas of Pinetown.</p>

			<content:encoded><![CDATA[<p>At the outset, I would like to extend my condolences to the family of the man who died at Lahee Park swimming pool yesterday morning.  I write this letter to ensure Pinetown Residents as well as other users of the Lahee Park swimming pool that Lifeguards were on duty at the time of his death and responded within seconds of him going under.  Lifeguards and Netcare paramedics tried in vain to resuscitate the man for over 30 minutes.  Unfortunately, the cause of his sudden death will only be known once a post mortem has been performed.  Please be reminded that people should never be swimming while under the influence of alcohol.  Anyone who is not feeling 100% should not be swimming either.  Please take care during this holiday season. &#8212; Warwick Chapman, DA Councillor</p>

			<content:encoded><![CDATA[<p><a href="http://warwickchapman.com/wp-content/uploads/2009/09/highway-20090916-pool-fill.jpg" rel="lightbox[438]"><img class="size-thumbnail wp-image-439 frame alignleft" title="highway-20090916-pool-fill" src="http://warwickchapman.com/wp-content/uploads/2009/09/highway-20090916-pool-fill-150x150.jpg" alt="highway-20090916-pool-fill" width="150" height="150" /></a>I&#8217;m extremely pleased that the pool project is nearing completion and although we did not meet the end of August deadline due to all of the wind during the month, the main pool has been filled and is just about ready to go!  The diving pool and the paddling pool should both be marbelited but the end of this coming weekend afterwhich all remains is filling them with water and cleaning up the surrounds in preparation for the reopening.  Keep an eye out for an invitation to an opening relaunch event at the pool one of these splendid spring evenings.</p>
<p>I&#8217;m extremely pleased this project is nearing completion both because it is another social green space which has been rehabilitated for public use but also because it does show that our local government is capable of performing desperately needed maintenance of existing infrastructure.  The renovated Lahee Park Swimming pool is the cherry on top of the ongoing cleaning and rejuvination of the Lahee Park preceinct, which now has 4 fulltime staff keeping it tidy and tending to the gardens.  One step and a time, we will get it whipped back into shape.</p>

<p><strong>DA activists honour the legacy of Nelson Mandela by cleaning Crompton Park</strong></p>
<p>Keeping parks clean, planting trees and providing safe spaces for people to rest and play is a priority of Warwick Chapman, the new DA councillor for Ward 18 (Westville North, Cowies Hill, &amp; Pinetown CBD).</p>
<p>“Parks and other green spaces are important meeting, resting and social spaces and need to be properly maintained in order to ensure they contribute to rather than detract from the social fabric of the community,” says Chapman.</p>
<p>Crompton Park, on the corner of Sunnyside and Crompton Roads, is a green space that has been allowed to deteriorate. It is not uncommon for many illegal activities to happen there, including the trade in drugs and the sorting of stolen goods. The DA chose to clean up Crompton Park as one of its many activities in eThekwini Municipality to mark Mandela Day. This unique day, celebrated across the world to honour the humanitarian legacy of former President, Nelson Mandela, required individuals to contribute 67 minutes of their time to community service. More than twenty DA activists and public representatives gathered in Crompton Park and filled approximately 70 large refuse bags with litter from the park.</p>
<p>Other recent cleaning projects organised by Councillor Chapman include two cleanups in Lahee Park in June. This park moved from a veritable litter dump to clean and green, and the City Parks Department is committed to keeping it that way.</p>
<p>Residents can make a difference by encouraging one another to keep these spaces green and clean.  “Crime loves dirt and grime, so let’s get cleaning and greening,” says Councillor Chapman.</p>

<p>I have confirmed with the two City officials responsible for the work currently underway on the Lahee Park Swimming Pool that the work will be complete by the end of August.</p>
<p>Pepe Dass and Jose Gomez of City Parks and Architecture respectively have confirmed that there was a delay related to the payment of contractors and that had been resolved in a meeting last week Thursday.  The work remaining involves sealing a few cracks and the marblite work, and barring significant adverse weather conditions will be completed before the end of August and the pool filled by the end of the month.  Additionally, the rubble and other building refuse resulting from the work will be cleaned up during the course of August.</p>

<p class="MsoNormal"><span>Cllr Warwick Chapman has confirmed with the two City officials responsible for the work currently underway on the Lahee Park Swimming Pool that the work will be complete by the end of August.  Pepe Dass and Jose Gomez of City Parks and Architecture respectively have confirmed that there was a delay related to the payment of contractors and that had been resolved in a meeting last week Thursday.  The work remaining involves sealing a few cracks and the marblite work, and barring significant adverse weather conditions will be completed before the end of August and the pool filled by the end of the month.  Additionally, the rubble and other building refuse resulting from the work will be cleaned up during the course of August.</span></p>
